Las ayudas implícitas en los mecanismos adicionales de financiación a las Comunidades Autónomas

Abstract

En esta nota se describen brevemente los principales mecanismos creados a raíz de la reciente crisis para facilitar liquidez a las comunidades autónomas, los llamados mecanismos adicionales de financiación (MAF) y los aplazamientos de los saldos deudores de las liquidaciones de 2008 y 2009 del sistema de financiación autonómica. Seguidamente se recopilan algunas cifras básicas sobre la cuantía de los préstamos concedidos por los mismos, sus reintegros, saldos pendientes e intereses pagados. Por último, se estima el componente de ayuda o subvención de los MAF y de los aplazamientos y se cuantifica su impacto sobre la financiación efectiva de las comunidades autónomas.
