Políticas de Gestión Escolar desde una Perspectiva Comparada: La “Excepción Ibérica”

Abstract

Se realiza una revisión de las políticas de gestión escolar –de modo comparado– con el ámbito anglosajón en general y con Portugal en particular. Describiendo los déficits y demandas, se defiende que las políticas de gestión escolar en España requieren un cambio de modelo de regulación: de una gestión vertical-administrativista a otro modo de gobernanza horizontal y participativo basado en la autonomía, el compromiso y la responsabilidad por los resultados, para generar un nuevo modo de gestionar las políticas públicas. Una nueva gobernanza de la educación requiere nuevos diseños organizativos de las escuelas.
