Las finanzas autonómicas en 2016 y entre 2003 y 2016

Abstract

En este informe se analiza la evolución de los ingresos y gastos autonómicos y el saldo presupuestario del sector desde 2003 hasta el presente. En la primera parte del trabajo se presta especial atención al comportamiento del gasto por habitante a precios constantes. Seguidamente se analizan en cierto detalle las cuentas de los últimos ejercicios, destacando el efecto que sobre ellas han tenido algunos factores atípicos. El análisis sugiere que las cuentas regionales todavía no han superado por completo los efectos de la crisis y continúan presentando factores significativos de vulnerabilidad. En particular, la mejora de los saldos presupuestarios registrada en los últimos ejercicios proviene en buena parte de la caída de las partidas de inversión desde niveles que ya eran insosteniblemente bajos, así como de una importante reducción del gasto en intereses que ha sido posible gracias a las muy favorables condiciones financieras que en estos años han ofrecido el FLA y los demás mecanismos estatales de liquidez.
