Infraestructuras Portuarias. Análisis del sistema Portuario Espanol Contexto Internacional y propuestas de reforma

Abstract

El presente estudio analiza el sistema portuario espanol tomando como referencia las principales políticas de gobernanza portuaria vigentes internacionalmente. Su principal conclusión es que la actual situación de globalización de los mercados obliga a un cambio en el modelo espanol de gestión portuaria, ya agotado, para primar la competitividad y la libre competencia, en contraste con la situación actual. Aunque el sistema portuario espanol es rentable en su conjunto, los puertos cada vez resultan menos atractivos para los operadores debido al elevado coste de ciertos servicios y a las altas tasas portuarias. Por otra parte, el sistema ha generado una sobrecapacidad que no se eliminará en muchos anos con las previsiones actuales de tráfico. El nivel de utilización del conjunto de las terminales de contenedores es tan solo del 36%, siendo más de la mitad tráfico de transbordo, muy volátil y enormemente sensible al coste.
