oQué nos dicen las nuevas Cuentas Territorializadas?

Abstract

En esta nota se resume muy brevemente la metodología del nuevo Sistema de Cuentas Públicas Territorializadas (SCPT) adoptado recientemente por el Ministerio de Hacienda y Administraciones Públicas, se analizan los resultados correspondientes a los ejercicios 2005 y 2011 y se comentan algunas de sus implicaciones. Un resultado central del análisis es que lo que podríamos denominar el componente de los saldos fiscales regionales que resulta potencialmente preocupante desde la óptica de la equidad territorial es relativamente reducido. Los saldos generados por partidas presupuestarias cuya distribución podría ser cuestionable desde esta perspectiva se sitúa en torno a los 11.400 millones de euros, o un 1,1% del PIB nacional. El problema parece ser, por tanto, de una magnitud manejable.
