Abstract

La provisión de infraestructuras constituye una política pública central en torno a la cual se congregan de una forma u otra el sector público y el privado. El abanico de tipos de alianza es extenso. La colaboración público-privada en sentido estricto constituye un conjunto de soluciones de licitación mediante las que la administración delega en socios privados la provisión de infraestructuras y, eventualmente, su financiación (concesión, PPP) en aras de una mayor eficiencia y una disponibilidad anticipada de las mismas. Su utilización ha trascendido el uso episódico sólo en pocos países. Pero los intentos por extender con ellas el perímetro efectivo de la administración ha evidenciado su propensión a generar riesgos fiscales y reputacionales tanto en países desarrollados como emergentes.
