Yoksulluğun Çok Boyutluluğu ve Türkiye İçin Çok Boyutlu Bir Yoksulluk Ölçümü

Abstract

Bu çalışmada TÜİK tarafından yayımlanan 2010 yılı Gelir ve Yaşam Koşulları Araştırması’nın mikro-kesit verilerinden yararlanılarak, analiz birimi hane olan çok boyutlu bir yoksulluk ölçümü oluşturulması hedeflenmiştir. Bu bağlamda, eğitim ve sağlık, ekonomik durum ve varlıklar, konut ve yaşam standartlarından meydana gelen üç farklı boyutu ve on dört göstergeyi içeren çok boyutlu bir yoksulluk endeksi oluşturulmuştur. Ardından bölgeler ve kent-kır ayrımı bazında çok boyutlu yoksulluk değerleri hesaplanmıştır. Bu yapılırken, Birleşmiş Milletler Gelişme Programı (UNDP) tarafından yayımlanan İnsani Gelişme Raporları'nda da sunulan Çok Boyutlu Yoksulluk Endeksi'nin de altyapısını oluşturan Alkire-Foster metodolojisinden yararlanılmıştır. Sonuçlar, çok boyutlu yoksulluğun, geleneksel yöntemlere göre daha kapsayıcı olduğunu destekleyen sonuçlara ulaşmıştır.
