Déqualification, employabilité et transitions sur le marché du travail : une analyse dynamique des incitations à la reprise d’emploi

Abstract

Les chômeurs acceptent fréquemment des emplois dont la rémunération est inférieure ou égale aux revenus d’assistance dont ils pourraient bénéficier sans travailler. Dans cet article, on propose une interprétation théorique de ce type de décision. Le choix du retour à l’emploi y est formalisé dans un cadre intertemporel prenant en compte explicitement la mobilité sur le marché du travail et la perte d’employabilité liée à la durée du chômage. Cette dernière, en rendant plus coûteux pour le chômeur le refus des emplois à bas salaires, exerce un effet incitatif qui peut compenser les trop faibles gains monétaires d’une reprise d’emploi.
