Financiële werkprikkels en herverdeling onder Michel I

Abstract

We gebruiken een microsimulatiemodel om beleidskeuzes van de regering-Michel tegen het licht te houden. Veranderingen in het belasting- en uitkeringssysteem in de periode 2014 en 2020 doen de koopkracht van de Belgen gemiddeld met bijna 5,2% procent toenemen. Die beleidskeuzes hebben ervoor gezorgd dat werken financieel aantrekkelijker werd. Bij de werkende bevolking nam het inkomensverschil tussen werken en niet-werken het meest toe voor de laagste lonen. Bij de volledige bevolking gaan vooral de hoogste inkomens erop vooruit. Met uitzondering van het laagste deciel blijven de lagere inkomens – de niet-actieven – achter. Deze veranderingen in het belasting- en uitkeringssysteem gaan gepaard met een hoge budgettaire kost.
