Kan een studiebijdrage ons hoger onderwijs billijker en democratischer maken?

Abstract

De huidige financiering van het hoger onderwijs is niet billijk: voor studenten hoger onderwijs zijn de verwachte private baten groot, voor niet-studenten blijken de (spillover-) effecten eerder klein. De toegang tot het hoger onderwijs is ook niet echt democratisch: kansarme kinderen slagen er tijdens het plichtonderwijs vaak niet in om zich voldoende voor te bereiden op het hoger onderwijs. Een studiebijdrage die studenten betalen na hun studies in functie van hun inkomen, maakt de financiering billijker. Als de opbrengsten daarvan slim geïnvesteerd worden in het basisonderwijs, kan een studiebijdrage echte democratische toegang tot het hoger onderwijs realiseren.
