Hoe CO2-emissies terugdringen: belasting op de wagen of op de brandstof?

Abstract

Europese consumenten brengen slechts 87% van hun verwachte toekomstige brandstofkosten in rekening bij de aankoop van een nieuwe wagen. Bijgevolg investeren ze onvoldoende in zuinige auto’s met een laag verbruik. Dit is echter geen reden om wagens te belasten op basis van hun verbruik of CO2-uitstoot. De meest effectieve – en tevens eenvoudigste – belasting blijft de traditionele accijns op brandstof (benzine en diesel), want deze belasting richt zich rechtstreeks op de chauffeurs die veel kilometers rijden.
