Abstract

Though the need for "planning from below", and the potentialities of district developent planning from this point of view, have been recognised for a long the the progress move in this direction so far has not been very striking. Some States - such as Maharashtra - have attempted more in this area of planning than most other States, Yet no significant achievements have been reported in any of them.[CDS WP NO 1]
