Abstract

Créée en 1982, la Commission Institutionnelle du Parlement européen, devenue en 1999 la Commission des Affaires Constitutionnelles, peut être considérée comme un laboratoire d'observation de la valorisation des ressources juridiques et européennes par les eurodéputés. Les élus détenteurs de ces deux types de capitaux forment une élite interne qui a réussi dans plusieurs configurations à revendiquer pour elle-même et pour l'institution parlementaire une place particulière dans la définition de l'avenir de l'Union européenne. Ce fut notamment le cas dans les années 1980, mais ce fut encore plus visible lors les 5e et 6e législatures (1999-2009), lorsque ces eurodéputés experts occupèrent une position centrale dans les travaux sur la constitutionnalisation des traités.
