I numeri del federalismo: una simulazione per la sanità

Abstract

Che cosa sarebbe accaduto se nel 2009 il Fsn fosse stato ripartito integralmente a quota capitaria ponderata? Pammolli e Salerno propongono questi calcoli, considerando come pesi di ponderazione i valori desumibili dai profili di spesa per fascia di età utilizzati dalla Ragioneria Generale e dall'Ecofin. Inoltre, quale distribuzione regionale delle risorse future emergerebbe se la quota capitaria ponderata fosse applicata alle proiezioni di spesa sanitaria (acuta e lungodegenza) riportate nel Programma di Stabilità dell'Italia? Lo rivelano i numeri di un esercizio di simulazione al 2015 e al 2050, che contiene anche una ipotesi di gestione della fase di transizione. La quota capitaria pondera dimostra la sua capacità di perseguire, con regole semplici e trasparenti, finalità di redistribuzione territoriale. Per quanto riguarda, infine, il lato del reperimento delle risorse, si propone l'applicazione del principio di ugual sacrificio proporzionale sui Pil regionali.
