対ロシア経済制裁の影響 : Erina企業調査に基づく東西地域企業の比較分析

Abstract

本稿は，2015年第4四半期に実施されたロシアの地域企業の経営幹部層を対象とする聞き取り調査の結果に基づき，対ロシア経済制裁が企業経営に与える影響を検証した．主な事実発見は次の2点である．第1に，回答者の多くは，経済制裁が自社の経営活動に負の影響を及ぼしていると評価している．経済制裁の影響は，世界金融危機ほどではないが，欧州ソブリン危機と同程度以上に深刻視されている．第2に，欧米由来の世界金融危機やソブリン危機は市場が地理的に近く，取引関係も密接である西部地域の企業により強く影響したと評価されている．その一方で，経済制裁の影響に関しては，欧米市場から遠く離れ，アジア市場に隣接した極東を含む東部地域においても西部地域と同様の評価傾向が見られる．対ロシア経済制裁は，国際資本市場を舞台に実施される金融制裁という性格を持つため，取引相手が制裁を実施している国の企業であるかそうでないか，あるいは企業がどこに所在するかとは無関係に，企業経営に影響を与えることが示唆される．
