Hacia la incorporación de los recursos naturales de México en estudios multisectoriales

The knowledge of the present situation and perspectives of natural resources are fundamental in several aspects such as for the design of measures for a rational use of these resources as a way to enhance a sustainable development process for future generations as well as to contribute to slow down global warming. Our study for Mexico , whose main results are presented in this paper, is related to these issues. We first built a Green Social Accounting Matrix (GSAN) based on the 2016 SAM elaborated by Mexico Statistical Institute (INEGI, Spanish acronym). The GSAM is for the whole of Mexico, but focusing on its primary activities; it includes non-produced environment resources (forests and spoil) and non-produced economic resources (agricultural and forest lands and hydrocarbon), as well as land, forests and water) as production factors or inputs used by primary activities. Using thee GSAM we estimated the income multipliers; i.e. the direct and indirect effects of exogenous changes on the Mexican economy. The highest multiplier impacts on production come from the manufacturing and services sectors; whereas the highest households income multipliers come from primary activities and from agriculture and forestry in particular. We also estimated the multiplier effects of natural resources investment. Amongst other results, we found that after a decrease in the availability in non-produced resources, increases in investing on these assets reinforces the negative impacts of the first shock; i.e. on the economy’s activities, value added and household income. This funding leads us to propose that the process is are part of the reasons explaining why private agents do not invest on natural resources. We conclude that our results indicate the importance of including natural resources in applied multi-sectoral analyses, as well as the role that can play the State in promoting and investing in natural resources as part of its efforts to attain a sustainable development of Mexico and to contribute to slow down global warming.
