Una revisión de la reforma del sistema escolar en Chile

Abstract

Este artículo describe los principales componentes de la reforma del sistema escolar chileno, así como sus antecedentes fundamentales, y evalúa los principales desafíos pendientes. La primera parte describe los principales componentes de los programas de mejoramiento del sistema escolar y sus fundamentos teóricos. Se analizan también los cambios relacionados con la gestión y el financiamiento del sistema, sobre el cual estos programas operan. Se discute la aparente contradicción entre la descentralización del sistema y la lógica económica por una parte, y la gestión centralizada de los programas por la otra. La sección siguiente describe la magnitud del esfuerzo financiero y la forma de entrega de los recursos y posteriormente se discuten algunos resultados. El artículo se cierra con una discusión de los principales desafíos futuros, que deberán asumir las autoridades educacionales en orden a promover que los mayores recursos sean utilizados en forma eficiente.
