La dimension de la pobreza en America Latina

Abstract

Intento de conceptualizar la pobreza y estimar su magnitud en America Latina, alrededor de 1970. Para ello se establecen, para los principales paises de la region, lineas de pobreza que representan en forma aproximada los niveles de poder adquisitivo por debajo de los cuales un hogar encuentra carencias en sus necesidades basicas. Se analiza el concepto de pobreza, su esencia normativa y su relacion con la satisfaccion de las necesidades basicas para la situacion de desarrollo economico-social de la region; el como la insatisfaccion de estas necesidades puede constituir la base de medicion de la pobreza; y las dificultades, supuestos y juicios valorativos que implica su medicion. Se describe un metodo para el trazado de lineas de pobreza en los principales paises de la region, y se termina estimando la magnitud de la pobreza, para lo que se utiliza datos directos e indirectos.
