Abstract

Los persistentes niveles de pobreza de América Latina y el Caribe, vinculados a la desigual distribución de los ingresos y las bajas y volátiles tasas de crecimiento de las economías, imponen limitaciones al ejercicio de los derechos económicos y sociales de amplias franjas de la población. El crecimiento mediante el desarrollo productivo es una condición necesaria pero no suficiente para resolver esta compleja situación, y aunque el nivel del gasto social (que presenta una evolución positiva en el pasado reciente) es relevante, importa también su calidad. Para que sea posible garantizar dichos derechos, en este documento se identifican una serie de principios (universalidad, solidaridad y eficiencia, entre otros) y atributos o requisitos para guiar la intervención pública y fortalecer las instituciones que sirven de marco a la política social.
