México: impacto de las reformas estructurales en la formación de capital del sector petrolero

Abstract

Resumen La Secretaría de la Comisión Económica para América Latina y el Caribe, Subsede México, suscribió con el consultor que presenta ahora su informe un contrato especial de servicios profesionales para llevar a cabo una investigación sobre el impacto de las reformas estructurales y del ambiente macroeconómico en las decisiones de inversión del sector del petróleo y gas en México, conforme a los términos de referencia aprobados en su oportunidad por la Secretaría, mismos que forman parte del contrato referido. El marco de referencia de la investigación lo constituye el documento titulado 'Crecimiento, empleo y equidad: América Latina y el Caribe en los 90s', el cual fue elaborado por la propia Secretaría de la CEPAL el 20 de Mayo de 1997, con el patrocinio financiero del gobierno de Holanda y del International Development Research Centre de Canadá.El informe ha sido preparado para presentar los resultados de la investigación que se someten a la consideración de la Secretaría. Desde luego que el contenido es responsabilidad exclusiva del consultor y no compromete necesariamente en modo alguno el juicio del organismo. Se hace un reconocimiento a los licenciados Francisco Flores Alonso, Juana Elena Martínez y Celina Torres Uribe, por sus valiosas y apreciables contribuciones, y a los funcionarios de la Secretaría de Energía y de Petróleos Mexicanos, por la información que suministraron a petición de la Secretaría de la CEPAL, Subsede México. Los comentarios y sugerencias amablemente formulados por los licenciados Francisco Javier Alejo, Jorge Máttar y Roberto Morales, el ingeniero Jorge Aziz y el doctor Joseph Hodara son motivo de aprecio y gratitud.
