Chile: las reformas estructurales y la inversión privada en áreas de infraestructura

Abstract

Resumen Este documento se centra en el impacto de las reformas económicas sobre la inversión en los sectores de infraestructura vial, portuaria y sanitaria en Chile y forma parte de una serie de estudios sectoriales sobre la respuesta de la inversión privada frente a las reformas y la política económica en los años 90. Debido al corto plazo transcurrido desde la vigencia de las transformaciones institucionales en éstas áreas de infraestructura, el estudio se ha centrado en evaluar la reacción y expectativas de los agentes en un período en transición, y por otra en la acción estatal para impulsar la participación privada y superar el cuello de botella al mejoramiento de la competitividad, obstáculo que representan la falta de inversiones en infraestructura en Chile. El estudio permite mostrar expectativas muy favorables al comportamiento de la inversión privada en estos sectores, lo que viene siendo constatado por los resultados del programa de concesiones viales implementado en los últimos años por el Ministerio de Obras Públicas. Elementos claves del éxito han estado relacionados con el diseño de la legislación, unido al esfuerzo de las autoridades en la solución de los problemas que se fueron gestando en el proceso y que han estado relacionados con la búsqueda de nuevos actores; de fórmulas para compartir el riesgo entre el sector privado y el público y de financiamiento.
