Política fiscal y protección social

Abstract

Las carencias de la protección social en América Latina y el Caribe ponen de manifiesto la necesidad de políticas fiscales más activas en este ámbito. Aunque el crecimiento económico y el empleo decente son requisitos sine qua non del progreso social, son ineludibles a mediano plazo los requerimientos de financiamiento del gasto público. En este documento, se examinan tres vías para acometer este objetivo. La primera es la superación de la brecha tributaria, pues en la mayoría de los países de América Latina y el Caribe la carga fiscal es inferior a su potencial. La segunda es la construcción de sistemas presupuestarios que permitan efectivamente superar rigideces y reasignar gasto público, contribuyendo con ello a elevar su calidad. La tercera es la generalización de mecanismos de evaluación del gasto social, con miras a mejorar eficiencia y eficacia de proyectos y programas públicos.
