Las reformas sociales en acción: educación

Abstract

Bajo el título Las reformas sociales en acción" este número de la serie "Políticas Sociales" reúne las ponencias presentadas al panel sobre educación de la "Reunión de expertos sobre eficiencia y equidad en las reformas sociales de los años 90", realizada en la CEPAL, en Santiago de Chile, entre el 22 y el 24 de agosto de 1995. Frente a la convicción de que no basta con aumentar el esfuerzo en el campo social, sino que es necesario además revisar los instrumentos económicos y sociales y las reformas sectoriales, considerando su contribución simultánea al crecimiento y a la equidad, la reunión efectuó una revisión de algunas experiencias nacionales emprendidas en América Latina desde fines de los ochenta y de las que se encuentran en proceso de implementación. A la vez, analizó el impacto en crecimiento y equidad del conjunto de las reformas sociales, superando el enfoque sectorial. El primer panel se centró en los factores determinantes de los cambios en el nivel y la distribución del bienestar; el segundo en la evolución y perspectivas del empleo y los cambios en la estructura ocupacional; el tercero de ellos estuvo dirigido a examinar los cambios en los modelos de las políticas sociales. Los restantes paneles evaluaron el aporte de las reformas en salud, educación, vivienda y seguridad social, a la superación de la pobreza, la redistribución del ingreso y al incremento del empleo y la productividad laboral."
