Avances en el Primer Objetivo de Desarrollo del Milenio e inversión social

Abstract

A fin de alcanzar un impacto efectivo de las políticas sociales, una gestión de calidad es fundamental. En este marco, desde el año 2007 la CEPAL ha trabajado en el desarrollo de metodologías que permitan avanzar en la medición del gasto social, con el objetivo de mejorar su medición y avanzar hacia estimaciones de gasto que sean más comparables entre los países de la región. Así, es primordial contar con un sistema de evaluación de las políticas que permita asociar los impactos esperados a ciertos programas y planes, de forma de hacer la política más efectiva y eficiente en la consecución de los objetivos esperados. Por ejemplo, es relevante encontrar aquellas políticas que tengan una mayor probabilidad de alcanzar las metas de los Objetivos de Desarrollo del Milenio (ODM) al año 2015 y cuantificar los recursos involucrados.
