RISALC: hacia una herramienta estratégica para la gestión social

Abstract

El presente documento describe las etapas iniciales de la Red de Instituciones Sociales de América Latina y el Caribe, RISALC, esfuerzo de la CEPAL centrado en la aplicación de los avances en las tecnologías de la información y comunicación al campo de las políticas sociales. Fue elaborado en el primer trimestre de 2005 y revisado y actualizado para su publicación, en junio de 2006. Previo algunas reflexiones sobre los nuevos modelos de gestión de información y conocimiento en red y sus impactos, se entregan elementos de diagnóstico sobre el estado de desarrollo de los sistemas de información social y las redes colaborativas en la región, a la vez que se sugieren algunos caminos de acción posibles. Posteriormente, se presenta la experiencia desarrollada por RISALC, sus objetivos, componentes productos y servicios. Al mismo tiempo, se exponen los resultados de una investigación destinada a obtener insumos para el diseño de la estrategia integral de cooperación técnica para la integración a RISALC. El último capítulo entrega lineamientos para la acción a la luz de la experiencia e información recopiladas.
