Capacitación microempresarial de jóvenes rurales indígenas en Chile Lecciones del CTI del Programa "Chile Joven" (SENCE/INDAP) en dos comunidades mapuches

Abstract

Resumen Este es un estudio de los aspectos institucionales y contextuales de la capacitación de jóvenes rurales en Chile. Toca los temas del aprendizaje institucional relativo a la incursión de los programas de capacitación al área rural y a la problemática de la microempresa asociativa juvenil, en torno a problemas asociados a la administración pública y a la externalización de los servicios de capacitación al mercado. El análisis se concentra en el programa 'Capacitación para el Trabajo Independiente'(CTI), del programa 'Chile Joven' del Servicio Nacional de Capacitación para el Empleo (SENCE) del Ministerio del Trabajo, ejecutado a través de un convenio celebrado entre el INDAP (Instituto Nacional de Desarrollo Agropecuario, del Ministerio de Agricultura) y el SENCE. El estudio de casos del presente documento se realizó en dos comunidades indígenas mapuches del sur de Chile. La particularidad de la capacitación de jóvenes de este pueblo indígena es, entonces, una de las tres grandes preocupaciones de este informe, junto a los aprendizajes relacionadas con la externalización de la capacitación al mercado y los desafíos particulares de la capacitación de jóvenes para la gestión microempresarial.
