Seguridad social en el Uruguay: un análisis de los resultados de la ley de flexibilización del acceso a las jubilaciones

Abstract

La Ley 18.395 de la República del Uruguay, vigente a partir de 2009, introdujo un importante conjunto de medidas destinadas a flexibilizar el acceso a la seguridad social en sus diversos componentes. Se trata de una modificación relativamente reciente y que podría tener importantes impactos en diversas dimensiones del bienestar de las personas así como en las cuentas fiscales. Este estudio, basado en información proveniente de los registros administrativos del Banco de Previsión Social (BPS) para el período 2009-2016, se propone analizar los efectos de estas medidas sobre el acceso a la seguridad social, la temporalidad en el acceso, y las cuentas fiscales.
