El seguro agropecuario en México: experiencias recientes

Abstract

En este estudio se revisan las características de la operación del seguro agropecuario directo otorgado por empresas públicas en México durante las décadas de 1980 y 1990, y se resalta el carácter oneroso para las finanzas públicas de esta forma de proveer el aseguramiento de manera directa a los pequeños productores. A continuación se analizan las pautas operativas, los segmentos de mercado en que se ubican, sus costos, la concentración regional, los productos principales de los tres agentes que concurren actualmente como oferentes al sistema de aseguramiento agropecuario del país: una empresa pública, las aseguradoras privadas y los fondos de aseguramiento de los propios productores. Se enfatizan sus características en común --recibir subsidios a las primas pagadas por el productor--, y a partir de los retos que se enfrentan y el potencial de cada uno de esos agentes, se formulan propuestas con la perspectiva de hacer llegar un servicio eficiente de aseguramiento a los pequeños productores. The agricultural insurance of Mexico: recent experiences Abstract: This study reviews the characteristics of agricultural insurances provided by public companies in Mexico during the decades of 1980 and 1990, with the purpose of shedding light over the burden on public finances posed by providing direct insurances for small agricultural producers. Additionally, the study analyses the operating methods, the different market segments, costs and regional concentration, as well as the main products of the three supply agents that compose the insurance system of the country's agricultural sector: public companies, private insurance companies and producers' funds. Based on the challenges facing the agricultural sector and the potential of agents, the study formulates proposals for improving the level of efficiency of the services available for insuring small agricultural producers.
