El acuerdo de asociación económica entre Centroamérica y la Unión Europea: viabilidad, avances y perspectivas

Abstract

El acuerdo de asociación que se negocia actualmente entre la Unión Europea (UE) y los cinco países miembros del Mercado Común Centroamericano (MCCA) abre nuevas perspectivas al proceso de inserción de Centroamérica al mercado mundial y a la recién reformulada estrategia de Europa frente al mundo en desarrollo. El acuerdo incluye un tratado de libre comercio (TLC) y se establecen otros dos "pilares" para la relación futura entre las dos regiones: la cooperación y el diálogo político. En el componente comercial, los principales puntos centrales a negociar se relacionan con el acceso al mercado europeo de mercancías centroamericanas "sensibles", como el banano, el azúcar y los productos cárnicos. El "pilar" de cooperación se centra en el apoyo al proceso de integración de los países del Istmo Centroamericano. El "pilar" de diálogo político busca generar acuerdos básicos en materias como multilateralismo, democracia y derechos humanos, entre otros. Se espera que la firma del acuerdo se concrete en el primer semestre de 2010. The Agreement for an Economic Alliance between Central America and the European Union: viability, advances and perspectives Abstract: An agreement over an alliance is currently being negotiated between the European Union (EU) and the five member countries of the Central American Common Market (CACM). The agreement opens up new possibilities for inserting Central America into the global market, and for the recent plan formulated to facilitate trade flows between Europe and developing economies. The economic alliance involves a Free Trade Agreement and establishes two other "pillars" for facilitating the future relationship between the two regions. These two "pillars" pertain to cooperation and political dialogue. Regarding the commercial benefits generated by the economic alliance, one of the main negotiation points involves the access to the European market for "sensitive" Central American goods such as bananas, sugar and meat-products. The main focus of the "pillar" pertaining to cooperation is to facilitate the integration process of the countries of Central America. As such, the current political dialogue is attempting to generate agreements pertaining to subjects such as multilateralism, democracy and human rights. The agreement is expected to be finalized by 2010.
