Cuentas satélite y cuentas de salud: un análisis comparativo

Abstract

En numerosos foros y reuniones sobre salud y cuentas de la salud en la región, se ha coincidido en la necesidad de mejorar las estadísticas sectoriales y, sobre todo, de homogeneizar los conceptos para evitar duplicaciones y ambigüedades, asegurando de la mejor manera posible la comparación internacional. En esa perspectiva, este trabajo se centra en las definiciones de gastos y consumo de bienes y servicios de salud y en la institucionalidad del aseguramiento, dejando un cúmulo de otros aspectos para futuros análisis. Su propósito es explicitar los conceptos fundamentales de los marcos metodológicos expresados en ambos instrumentos para colaborar a su comprensión pero, sobre todo, para coadyuvar al esfuerzo en la construcción de cuentas en el ámbito de la salud que realizan los países de América Latina y el Caribe.
