El Sistema de Cuentas Ambientales y Económicas (SCAE) 2012: fundamentos conceptuales para su implementación

Abstract

Este documento presenta los elementos necesarios para definir la estrategia regional de implementación del Sistema de Cuentas Ambientales Económicas (SCAE, 2012) en América Latina. Comienza por sintetizar las acciones de la comunidad internacional en torno a los problemas del desarrollo sostenible desde 1972 hasta la preparación de la agenda de desarrollo post 2015 de Naciones Unidas. Considera varias metodologías de medición de la sostenibilidad ambiental, antes de situar al SCAE como una cuenta satélite del Sistema de Cuentas Nacionales (SCN, 2008) y como parte del ámbito mayor de las estadísticas ambientales sistematizadas en el Marco para el Desarrollo de Estadísticas Ambientales (MDEA, 2013). Por último se elabora un conjunto de características deseables de la plataforma institucional para implementar el SCAE.
