Abstract

En este informe se presentan los devastadores efectos de la pandemia en la economía y el mercado laboral de la región a corto y mediano plazo. El principal objetivo del documento es reflexionar sobre las estrategias y políticas destinadas a promover transformaciones estructurales en la economía y la producción, a generar empleo y a mejorar el bienestar social. Se argumenta que sería un error concebir las respuestas de política simplemente como un reto de reactivación económica y, en su lugar, se propone concebirlas como un reto de “reconstrucción con transformación” para abordar el legado histórico de brechas y carencias en los modelos de desarrollo y fortalecer la cohesión social. En el informe se reflexiona, además, sobre los retos que existen en el ámbito del diálogo social para ofrecer soluciones a los grandes desafíos que enfrenta la región.
