Estimación del costo de una garantía de ingreso seguro para la infancia en Chile

Abstract

En este documento se presenta un conjunto de estimaciones de costos de diversas opciones para la implementación de una garantía de ingreso seguro para la infancia en Chile, a través de una transferencia monetaria universal o cuasiuniversal, como parte de las prestaciones que podrían conformar un piso de protección social sensible a los derechos de la niñez en el país. Se explora la potencialidad de su aporte para contribuir a garantizar el derecho a la protección social de esta población, de forma complementaria con otras prestaciones, particularmente frente a las devastadoras consecuencias sociales de la pandemia de enfermedad por coronavirus (COVID-19). Junto con revisarse los antecedentes normativos y metodológicos relevantes, se analizan los resultados de las estimaciones realizadas y sus potenciales efectos en la reducción de la pobreza y la desigualdad.
