Gobierno abierto y ciudadanía en el centro de la gestión pública: selección de artículos de investigación

Abstract

El Instituto Latinoamericano y del Caribe de Planificación Económica y Social (ILPES) ha creado y mantenido espacios de intercambio técnico entre los países de América Latina y el Caribe con el objetivo de compartir aprendizajes en materia de planificación y gestión pública para el desarrollo. Para ello, desde 2012, se institucionalizaron las Jornadas de Planificación, que se celebran con una periodicidad anual, como una instancia de reflexión, difusión e intercambio de conocimientos en esta materia. El presente documento recopila los trabajos seleccionados para las VI Jornadas de Planificación: Gobierno Abierto y Ciudadanía en el Centro de la Gestión Pública, en los que se postula que el enfoque de gobierno abierto es un nuevo paradigma de la gestión pública que propicia y articula una nueva relación entre ciudadanía, empresas y Estado, y en el que los principios de transparencia, acceso a la información, rendición de cuentas y participación ciudadana son los pilares fundamentales para el diseño y la implementación de políticas, planes, programas y proyectos públicos.
