Las transferencias monetarias no contributivas: un instrumento para promover los derechos y el bienestar de la población infantil con discapacidad en América Latina y el Caribe

Abstract

En este estudio se lleva a cabo una caracterización sociodemográfica de la población infantil con discapacidad, que presenta altos niveles de pobreza, y se analizan los programas de transferencias monetarias no contributivas que incluyen o priorizan a las familias con niñas, niños y adolescentes con discapacidad en América Latina y el Caribe. Estos programas pueden ser la puerta de entrada al establecimiento de rutas de plena inclusión para los niños, niñas y adolescentes con discapacidad y sus familias, tanto en el ámbito social como en el laboral. Si bien el número de programas de transferencias monetarias que incluyen o priorizan a las familias con niñas, niños y adolescentes con discapacidad ha aumentado en la región, se hace un llamado a realizar intervenciones integrales que garanticen la existencia de servicios accesibles; a fortalecer los instrumentos de selección, así como los registros de destinatarios y los procesos para certificar la discapacidad, y a establecer montos que se condigan con todos los costos asociados a la discapacidad en la infancia.
