Abstract

La posibilidad de compartir experiencias referidas al desempeño de los reguladores en sectores de infraestructura, ofrece la oportunidad de mejorar los esquemas y modelos regulatorios, de modo de incrementar la eficiencia, calidad y cobertura en la prestación de los servicios públicos, en especial los asociados al agua potable y saneamiento. La regulación en este sector juega un papel fundamental en el equilibrio entre el crecimiento económico, la equidad social y la preservación ambiental, objetivos cruciales para los países de América Latina. El presente documento recoge las ideas centrales de las exposiciones y paneles desarrollados en el Seminario Internacional "Rol del regulador de agua potable y saneamiento en el siglo XXI: retos y oportunidades" (Lima, Perú, 29 y 30 de septiembre de 2009), organizado en el marco de la IX Asamblea Anual de la Asociación de Entes Reguladores de Agua Potable y Saneamiento de las Américas (ADERASA). Los debates realizados en el seminario se centraron en torno a los siguientes ejes temáticos: la situación del sector de agua potable y saneamiento frente a la crisis internacional, el fortalecimiento del sistema regulatorio, el pago por servicios ambientales, y la participación del sector privado en la gestión de los servicios.Este documento ha sido eleborado en el marco del proyecto "Sustentabilidad e igualdad de oportunidades en globalización. Componente 1, Tema 4: Construyendo compromiso, eficiencia y equidad para servicios sustentables de agua potable y saneamiento en América Latina y el Caribe" (GER 08/004), ejecutado por la Comisión Económica para América Latina y el Caribe (CEPAL) en conjunto con la Cooperación Técnica Alemana (GTZ) y financiado por el Ministerio Federal de Cooperación Económica y Desarrollo de Alemania (BMZ).
