Estratégias de desenvolvimento em questão: O debate sobre o papel do Estado no Brasil, México e República Bolivariana da Venezuela, 1989-2010

Abstract

O presente artigo tem por objetivo prover uma perspectiva histórica e comparativa das políticas de desenvolvimento no Brasil, México e Venezuela, com especial atenção ao período de emergência do paradigma neoliberal no fim dos anos 1980 e início dos 1990. Procuramos delimitar os principais aspectos do debate político em cada um dos países, indicando os atores mais participativos na esfera de decisão das políticas públicas e o lugar que atribuíram ao Estado na estratégia de desenvolvimento. Este debate é interessante na medida em que atualmente se consolidam três estratégias distintas nos países analisados, em comparação com a semelhança ideológica da política econômica aplicada nos anos 1990. O artigo também dedica especial atenção às transformações institucionais daquele período que permaneceram vigentes até a retomada de certos aspectos do paradigma desenvolvimentista dos anos 2000.
