Abstract

Desde el año 2006, con la instauración del gobierno de Evo Morales, se asiste a un “proceso de cambio” que fue gestándose ya desde años atrás en atención a una Agenda política y social de temas prioritarios para la sociedad boliviana. Cambios que imprimen transformaciones al Estado boliviano desde distintas perspectivas, sin embargo, es de interés abordar si las reformas del Estado y su proceso de Descentralización se orientan a profundizar la democracia y la participación (o a democratizar la participación) en la gestión del desarrollo, a la luz del Plan Nacional de Desarrollo y las reformas del Estado referentes a su marco normativo y la nueva organización institucional y territorial de Planificación y Gestión.
