Abstract

Анализът на основните елементи на бюджета може да завърши с извода, че през 1991 г., не са настъпили съществени изменения в структурата на бюджетните приходи и разходи с изключение на естественото за периоди на депресия съкращаване на капиталните разходи и свързаното с освобождаването на цените намаление на субсидиите. Запазва се съотношението между разходите за покупка на стоки и услуги и трансферите. Запази се структурата и на данъчната система, която е разработена и е функционирала добре в други социално-икономически условия, но вече е остаряла и негодна. Неотложните задачи за 1992 г. в областта на бюджетната политика са подготовката на нова данъчна система, отогваряща на пазарната икономика, и изменение в пенсионното осигуряване. Решаването им ще осигури по-добро функциониране на бюджета през 1993 г. и ще подготви условията за реално изменение на бюджетните разходи. Смисълът на качествените промени в бюджета се изразява в увеличаване на гъвкавостта и ефективността на функционирането му.
