Mehrwertsteuersenkung hat deutsche Wirtschaft im Corona-Jahr 2020 gestützt

Abstract

Die vorübergehende Mehrwertsteuersenkung in der zweiten Jahreshälfte 2020 hat die Wirtschaftsleistung in Deutschland um 0,5 Prozent erhöht. Das zeigen Modellsimulationen am DIW Berlin. Der Effekt auf das Bruttoinlandsprodukt hätte sogar bei rund einem Prozent liegen können – wenn die Mehrwertsteuersenkung vollständig an die VerbraucherInnen weitergegeben worden wäre. Dennoch hat sie ihr Ziel, kurzfristig den Konsum zu stabilisieren, erreicht. Insbesondere die Nachfrage nach Gebrauchsgütern wie Elektrogeräte, Möbel, Fahrräder und Autos profitierte. Der Wermutstropfen dabei: In vielen Fällen handelte es sich um vorgezogene und nicht um zusätzliche Käufe – entsprechend geringer ist die Nachfrage insbesondere in diesem Jahr. Unter dem Strich dürfte sich die Mehrwertsteuersenkung daher nicht selbst finanziert haben. Es ist deshalb ratsam, parallel zum Konsum auch gezielt private Investitionen zu stimulieren.
