Abstract

Insecurity in Mali, Burkina Faso and Niger has strained relations between the civilian authorities and the military. At first, it seemed that the threat would lead to the military becoming more accountable resulting in an increase of the control by the civilian authorities (especially in terms of public finances). Since the failed coup in Mali in 2012, it seemed impossible to come to power in this way in West Africa and to stay there for long. But increasing insecurity and rising military budgets have finally led to a string of coups between 2020 and 2022. This article examines this reversal of trend, and whether a link can be made to earlier attempts at civilian control aiming at increasing the accountability of the military.__________________(Français)L’insécurité au Mali, au Burkina Faso et au Niger a tendu les rapports entre les pouvoirs civils et les militaires.
