Abstract

Het Plan voor de Begeleiding en de Opvolging van werklozen, dat in juli 2004 in België werd ingevoerd, combineert stimuli en sancties. Enerzijds wordt het zoeken naar werk van uitkeringsgerechtigde werklozen nauwgezetter gecontroleerd en gesanctioneerd indien onvoldoende zoekinspanningen geleverd worden. Anderzijds beoogt het plan een betere toegang tot de activeringsmaatregelen van de gewestelijke arbeidsdiensten. Dit nieuwe plan blijft omstreden: Voor de enen wordt “op werklozen gejaagd”, voor de anderen is het plan een essentieel bestanddeel van elk beleid dat de werkloosheid bestrijdt. Vinden werklozen nu sneller een baan met dat begeleidings- en opvolgingsplan? Zo ja, geldt dat voor alle gewesten en voor alle werklozen, en gaat dat niet ten koste van de kwaliteit van de tewerkstelling?
