Mesurer l’effet des politiques publiques : l’essor des évaluations aléatoires

Abstract

Quel est l’effet des programmes d’accompagnement des demandeurs d’emploi ? Quel est l’impact des politiques de lutte contre la pauvreté dans les pays en développement ? L’objectif d’une évaluation d’impact est de répondre de manière rigoureuse à ce genre de questions. Les évaluations aléatoires, qui consistent à comparer la situation de deux groupes tirés au sort, un groupe «traitement» recevant le programme alors que l’autre groupe «contrôle» ne le reçoit pas, connaissent un essor important et deviennent une méthode phare. Elles permettent de mesurer précisément la valeur ajoutée des politiques publiques. Cette mesure est indispensable pour modifier et améliorer les politiques.
