Strike Insurance and Labor Earnings

Abstract

In 1958, US airline industry regulators allowed the formation of a strike insurance agreement among airline companies. The insurance provided mutual financial support to airlines hit by strikes. A theoretical model describes the endogenous nature of the decision to join the strike insurance pact. The model leads to a logit estimation of each airline's probability of joining the strike insurance pool. The actual membership decisions are instrumented with estimated results from the logit regression. The results show strike insurance had very different effects on pilots, mechanics, and flight attendants. Pilots and flight attendants were compensated about 8 per cent less at insured firms ceteris paribus. The effect of the strike insurance on mechanics and flight attendants was also negative but statistically insignificant. The results show that despite the relatively high rents, strong unions, and heavy reliance on strikes as a bargaining tool in the airline industry, financial benefits from strike insurance are rather limited. This could explain the small number of such agreements in other US industries.

En 1958, l'organisme gouvernementale responsable de la réglementation de l'industrie du transport aérien a autorisé la formation d'une assurance anti-grève mutuelle entre les différentes compagnies aériennes de l'époque. L'assurance comprenait un support financier mutuel en faveur des firmes victimes d'une grève. A l'aide d'un modèle théorique, ce papier décrit l'endogénéité de la décision des firmes de se joindre à un tel pacte. Le modèle permet d'estimer à l'aide d'un logit la probabilité qu'une firme donnée se joigne au pacte. Les résultats montrent que l'assurance anti-grève a eu des effets différents sur les pilotes, les mécaniciens et les agents de bord. Les pilotes employés par des firmes membres du pacte gagnaient environ 8% de moins que leurs homologues employés par des compagnies non-membres du pacte. Les effets de l'assurance sur les salaires des agents de bord et des mécaniciens étaient aussi négatifs mais statisiquement non-significatifs. Les résultats montrent donc que, malgré des rentes non négligeables, des syndicats forts, et l'utilisation répétée de grèves comme outil de négociation dans l'industrie du transport aérien aux États-Unis, les bénéfices financiers de l'assurance anti-grève pour les firmes membres du pacte étaient relativement limités. Ceci pourrait expliquer le nombre restreint d'assurances de ce type dans d'autres industries américaines.
