La concurrence entre gouvernements: un impératif de bonne gestion publique

Abstract

Les communes, les villes, les régions et les pays sont livrés, à l’instar des entreprises privées, aux affres de la concurrence. La rivalité est d’autant plus forte que la mobilité de la population et des facteurs de production augmente. Nous montrons dans ce numéro de Regards économiques que cette concurrence entre gouvernements à tous les niveaux de pouvoir, loin d’être dommageable, pourrait très bien se révéler bénéfique en augmentant la qualité des décisions publiques.
