Abstract

On présente ici le point de vue de la science économique contemporaine sur l’alternative "structure unitaire" en matière d’organisation de l’Etat. Partant des objectifs économiques assignés à celui-ci, on examine comment ses fonctions allocatives, redistributives, macroéconomiques et monétaires sont susceptibles d’être exercées sous l’une et l’autre structure, et avec quels instruments. En conclusion, on s’inspire de la théorie des jeux pour représenter la fédéralisme, dans une perspective dynamique, comme la seule forme d’institution permettant, au-delà de l’épanouissement autonome des composantes fédérées, deux types distincts et complémentaires de coopération entre celles-ci-pour autant qu’elles aient choisi de former ensemble un pays : la coopération volontaire et la coopération intégrée.
