Infraestructura escolar, dimensionamiento y proyección

Abstract

Este documento recoge los resultados de un ejercicio de dimensionamiento de la infraestructura escolar en Colombia, realizado en el segundo semestre del 2015. Este trabajo se apoyó en un muestreo estadístico de instituciones educativas, a partir del cual se obtuvieron datos espaciales relacionados con áreas de predios, edificaciones y espacios académicos, los cuales, comparados con la población inscrita, permitieron construir índices de ocupación que fueron cotejados con diferentes estándares. Adicionalmente, se presenta un análisis de las configuraciones espaciales de los predios y de sus índices de ocupación y construcción, así como un análisis de la organización formal del predio y sus posibilidades de desarrollo. Finalmente, se modela un escenario futuro, basado en la “jornada única”, para evaluar las posibilidades de crecimiento, así como las condiciones formales para el mejoramiento de la espacialidad a futuro. Este trabajo aporta datos de referencia global y ordenes de magnitud de las necesidades presentes y futuras de la infraestructura escolar, y contribuye a la articulación de políticas públicas orientadas al desarrollo integral y progresivo de esta pieza fundamental del sistema educativo. ***** This document presents the results of a pioneer exercise about sizing of Colombian school infrastructure. The work was developed during the second half of 2015. It was based on a statistical sampling of educational institutions, from which spatial data were obtained in relation to areas of land, buildings, and academic spaces. This information was compared with the registered student population, allowing building occupancy rates and comparing them with different standards. Additionally, analysis of the spatial configurations of the land, their occupancy rates, construction rates, and an analysis of the formal organization of the site with its development possibilities is presented. Finally, a future scenario is modeled based on the use of school infrastructure in one single shift per day to assess possibilities for growth, as well as the formal conditions for the improvement of future spatiality. This work aims to provide global reference data and orders of magnitude of present and future needs of the Colombian school infrastructure, and contributes to the articulation of public policies in order to achieve a comprehensive and progressive development of this fundamental element of the education system.
