Cali: Desarrollo Humano

Abstract

“En la Revista Coyuntura Social No. 5 de 1991, se publicó el artículo Desarrollo Humano y Crecimiento, en donde se realiza un cálculo del índice de desarrollo humano para la ciudad de Medellín, utilizando un modelo similar al construido por el PNUD en 1990, y en donde se conjugan variables de tipo económico y social. De acuerdo con esta misma metodología hemos considerado importante realizar el mismo trabajo para la ciudad de Cali a partir de las mismas variables: • Nivel de actividad económica, medida por PIB per cápita real. • Situación laboral, medida por la tasa de desempleo. • Violencia, medida por la tasa de homicidios por 10.000 habitantes. • El aspecto educativo, quo comprende tres variables: alfabetismo, anos de escolaridad de la PEA y la tasa de matricula primaria y secundaria conjunta. • La salud, con dos indicadores: esperanza de vida y mortalidad infantil. Es evidente que un crecimiento del empleo y del nivel de ingresos constituyen los principales medios para acceder a las condiciones materiales de vida. Pero no solo debe tenerse en cuenta la disposición de bienes y servicios por parte de la población para medir la calidad de ésta, pues el mismo progreso y crecimiento económico puede generar efectos nocivos que deben ser afrontados para no deteriorarla: contaminación del medio ambiente, accidentalidad, problemas psíquicos, inseguridad, etc. Por lo tanto, se requiere un enfoque integral de los diferentes aspectos comprendidos en el concepto de desarrollo humano.”
