Ventajas competitivas de las drogas ilegales en los países andinos: el Estado, las instituciones sociales y el capital social

Abstract

“El éxito de las políticas antidrogas necesita de una amplia comprensión de las causas que explican las razones por las cuales se ofrecen y demandan las drogas ilegales. Este requerimiento básico de política es con frecuencia olvidada y una de las razones por las cuales las políticas antidrogas con mucha regularidad fallan en alcanzar sus objetivos. Este artículo revisa y evalúa algunos de los elementos principales de la etiología de la oferta de drogas psicoactivas, comúnmente usados para la formulación y ejecución de políticas. Identifica algunos factores económicos, sociales y políticos que han estado ausentes de dicho análisis e ilustra las causas estructurales detrás de las ventajas competitivas de las drogas ilegales en Bolivia, Colombia y Perú.”
