Acceso a servicios de salud en Colombia: efectos del ingreso y de la disponibilidad de proveedores sobre el uso de servicios médicos

Abstract

“Usar servicios de salud es bueno para las personas porque contribuye a mejorar sus condiciones de salud. Por esta razón los sistemas de salud deben tener como objetivo el que las personas usen los servicios de salud que necesitan para mejorar sus vidas. Ante esta convicción debemos preguntarnos cuál es la manera de lograr este objetivo para las personas de bajos recursos en nuestro país: ¿financiando el funcionamiento de los prestadores de servicios de la red pública, comúnmente llamados los subsidios a la oferta, o financiando la afiliación de las personas de bajos recursos a la seguridad social, los subsidios a la demanda? Este estudio busca contribuir a la respuesta a este punto central, a la organización, funcionamiento y financiación del sector salud.”
